To achieve this goal, the paper adopted the analytical descriptive approach to identify the historical roots of teaching and learning the Arabic language in and out of its environment for native speakers and non-native speakers, and to identify the obstacles faced by Arabic learners who cannot speak the language fluently in situations that require Arabic speech, Especially non-Arabic learning in Southeast Asia. The paper found that there are some obstacles hampered the practice of Language, including fear of errors in speaking, lock of language activities and frequent use of intermediate language. Some solutions has been suggested that can contribute to find some unconventional ways of teaching and learning language that may help students to learn and encourages them to speak and communicate in Arabic, such as: reduce teaching/ learning times in the classroom and give sufficient time for language activities that allow students to practice speaking, Such as the Arabic Language theater, creation of a mini Arabic environment where only Arabic Language is spoken, organized language courses and competitions and make them compulsory for students to participate, and other related language activities.
